According to the statistical report on the situation of judicial bodies in the third quarter of 2015, released by the General Council of the Judiciary (CGPJ), the number of cases filed in the third quarter of 2015 in Spanish judicial bodies experienced a decrease of 2.1 percent compared to the same quarter of 2014.

Only in the civil jurisdiction there was an increase in new cases, with a year-on-year increase of 11.7%, while in the others there have been significant decreases: 5.5% in the criminal jurisdiction, and 4.3% in both the contentious and social jurisdictions.

In Spain, during the third quarter of 2015, a total of 2,001,182 cases were filed in all judicial bodies. In the same period, the Spanish courts resolved 1,942,504 cases and 2,513,906 cases were pending at the end of the quarter.

As in the previous quarter, the Civil jurisdiction has had a significant increase, of 11.7 percent, in the number of cases entered, with 439,387 new cases. In the courts of first instance and first instance and instruction, increases of 10.1% have been observed in the order for payment, 40% in the rest of ordinary and 38.7% in the rest of verbal.

In this jurisdiction, 385,634 cases were resolved and 1,064,034 are pending. There have been increases in the number of cases filed in all the higher courts of justice, with the exception of Catalonia, and the Region of Murcia.

In the Criminal Jurisdiction the reform of the Criminal Code that entered into force on July 1 has begun to be noticed, since in the third quarter 1,427,346 cases have entered, with a decrease of 5.5 percent compared to the same quarter of 2014, having resolved 1,436,345 cases and leaving 899,877 cases in process.

In the Contentious-Administrative jurisdiction, 44,387 new cases have been registered, with a decrease of 4.3%. 43,197 cases were resolved and 217,789 cases are pending.

In the Social jurisdiction, 89,983 cases have been filed, with a decrease of 4.3 percent. 77,275 cases have been resolved and 332,110 cases have been processed.

Balearic Islands, Andalusia and Madrid, at the forefront of litigation

The litigation rate, that is, the number of cases per thousand inhabitants, has been 42.9 in Spain as a whole.

The communities that have shown a litigation rate higher than the national one have been the Balearic Islands (57.3), Andalusia (49.4), Madrid (48.2). The communities with the lowest litigation rate were La Rioja (28.8) and the Basque Country (29.1).

Projection to the whole of the year 2015

Based on the available quarterly historical series, and reaching in this case the third quarter of 2015, the CGPJ has made a forecast for the whole of 2015. In this case, the projection should be taken with greater caution due to the effects of the reform of the Criminal Code operated by Organic Law 1/2015, of March 30, which modifies Organic Law 10/1995, of November 23, which has entered into force on July 1, 2015.
